Images or files can be attached to any forum post by replying to a topic (or starting a new topic), and then clicking on the Additional Options link below the main message body text field.
 
A maximum of six files can be attached to a single post.  This will depend on file size, so 6 items may not always upload.  For more files, just make another post and add up to six files to each post.
 
The "insert image" function in the message toolbar is to be used only if you want to link to a remotely-hosted image--such as if you found an image on another site and wanted to link to it from within your message body.  Not something you normally would probably need, but that option is available.
